HARRISBURG – In another effort to end the near two-month long budget impasse, House Republican Appropriations Chairman Mario J. Civera, Jr. (R- Upper Darby) today introduced a new budget proposal in the state House. The $27.5 billion, no-tax-increase plan mirrors a bipartisan amendment that was proposed earlier this month to Senate Bill 850. Unfortunately, House Democrats blocked that amendment from ever receiving a vote on the House floor.

The most recent Democrat budget proposal – a $29.1 billion plan that does not fund Pennsylvania’s state colleges and universities, as well as student grant programs – passed in the state House today by a near party-line vote. Responding to the over-the-top spending plan, Republican Leader Sam Smith (R-Jefferson County) and Republican Appropriations Chairman Mario Civera (R-Delaware County) expressed concerns over the bill’s potential impact on the Commonwealth.

The state House Judiciary Committee today heard testimony from Rep. Mario J. Civera, Jr. (R-Upper Darby) during a hearing on the issue of paroling repeat violent offenders. Civera, who has continually held public safety among his top legislative priorities, chose to speak before the committee in response to the recent murder of Upper Darby resident Hoa Pham and the related violent attack against Pham’s wife.

Without judging the merits of the governor’s emergency relief proposals, House Republicans are questioning Gov. Ed Rendell’s authority to move state funding to programs other than those for which it was originally appropriated. Rep. Sam Smith (R-Jefferson County), the Republican Leader, and Rep. Mario Civera (R-Delaware County), the Republican Appropriations Committee Chairman, are also asking the governor to submit a new budget proposal that reflects the federal stimulus dollars coming to the state.
